[Cape Fear] Region no longer in extreme drought

The Cape Fear region is no longer in extreme drought, according to the U.S. Drought Monitor of North Carolina. But with rainfall still off about 12 inches for the year, New Hanover, Brunswick and Pender counties are all still classified as in severe drought, one notch less serious.
