An effort to limit top legislative leaders to eight-year terms won approval in the Senate, but the constitutional amendment is meeting stiff resistance in the House. House Speaker Thom Tillis expressed concern about the measure - one of his top priorities - after it won approval in the Senate 35-9 Monday.
