U.S. House passes cement legislation; set to vote on boiler bill

The House passed H.R. 2681--Cement MACT. The legislation provides a legislative stay for three EPA emissions standards for cement plants.  The EPA estimates that these emissions standards would cost $2.2 billion and could clause 12 plants to close.  H.R. 2250--the Boiler MACT legislation--is scheduled for debate next week.
