The agreement approved this week spelling out terms for Russia’s entry to the World Trade Organization establishes tariff rate quotas for beef, pork and poultry products.

Imports entering the market within the quota will face lower tariffs while higher duties will be applied to products imported outside the quota. Some quotas are subject to member-specific allocations. The TRQs are:
• Beef: 15 percent in-quota and 55 percent out of quota.
• Pork: zero in quota and 65 percent out of quota.  The TRQ for pork will be replaced by a flat top rate of 25 percent in January 2020.
• Poultry: 25 percent in quota and 80 percent out of quota.

Russia is expected to be accepted formally as a WTO member at a meeting in December.
