Higher excise taxes on cigarettes gets test on California

A push for higher excise taxes on cigarettes will be tested once again by a ballot initiative in California.
Proposition 29, which is on the June 5 presidential-primary ballot, would raise the state's excise tax on cigarettes by $1, making it $1.87 per pack.
