Legal fight looms over ferry tolls

One of the legislature's top staff lawyers said Thursday that Gov. Bev Perdue exceeded her constitutional authority when she blocked the collection of new ferry tolls ordered by the General Assembly, and a House panel voted to seek an opinion from Attorney General Roy Cooper.
