Ruthie Smith could have filled out the claim form by herself. But the 69-year-old Riegelwood woman didn't want to risk getting any part of it wrong - and losing out again on a share of a $1.25 billion class-action settlement for black farmers who experienced loan discrimination by the U.S. Department of Agriculture in the 1980s and '90s.
