Duke Energy merger plan fails, critics say

Municipal critics of the Duke Energy-Progress Energy merger disparaged the utilities’ latest plan to win federal regulators’ approval of their union. In comments filed with the Federal Energy Regulatory Commission late Wednesday, three Carolinas cities say the Duke-Progress plan falls short of solving concerns the merger would stifle market competition.
