White House releases new regulatory review policy

Last week the White House Office of Information and Regulatory Affairs (OIRA) announced a new executive order (Executive Order 13610) entitled "Identifying and Reducing Regulatory Burdens." Under the executive order, federal agencies will be required to regularly solicit public comment on what regulations are in need of retrospective review under the administration's earlier regulatory review executive order (EO 13563). In addition, under the executive order, agencies "shall give priority... to those initiatives that will produce significant quantifiable monetary savings or significant quantifiable reductions in paperwork burdens..."

The executive order also requires agencies to give consideration to the cumulative effects of their own regulations and to submit reports to the White House on their regulatory review efforts twice a year.
