Larry Shaw's bid to win back his old state Senate seat fell short by two votes after a recount Monday.
Shaw, a Fayetteville Democrat, asked for the recount in Cumberland and Hoke counties after last week's official tally of the May 8 primary showed him trailing in third place by four votes in the 21st District.
