Progress Energy seeks small rate cut

Progress Energy plans a small rate cut for customers thanks to cheaper fuel costs.  The Raleigh-based utility on Monday asked the N.C. Utilities Commission for permission to reduce rates by less than 1 percent, a change that would reduce a typical residential power bill by less than $1 a month.
