State Rep. Elmer Floyd's effort to block tolls on Interstate 95 died in the General Assembly. Floyd, a Democrat from Fayetteville, was unable to pass a law this year that would prevent tolls from being imposed on North Carolina's stretch of I-95 without legislative approval.
