In a vote of 245 to 172 the House passed H.R. 4078, the Red Tape Reduction and Small Business Job Creation Act. The legislation would impose a moratorium on non-health and emergency-related federal regulations until national unemployment drops beneath 6 percent. It also includes measures to curtail so-called "midnight regulations" and to highlight the prevalence of "sue and settle" agreements. Additionally, it also includes H.R. 1840, which would require the Commodity Futures Trading Commission to assess the cost and benefits of regulations before promulgated. Rep. Mike Conaway of the House Agriculture Committee is the lead sponsor of H.R. 1840.
