Gov. Perdue announces four judicial appointments

Gov. Bev Perdue today announced the following judicial appointments: Mark Davis, to the N.C. Court of Appeals, Calvin Murphy, reappointed as a Special Superior Court Judge, Reuben Young, as a Special Superior Court Judge and Kendra Hill, as a Special Superior Court Judge.

“I am pleased and proud to appoint these outstanding public servants to judicial positions serving the people of North Carolina,” said Gov. Perdue. “I know they will perform their duties with distinction and honor.”

Mark Davis is appointed to the North Carolina Court of Appeals. Davis will fill the vacancy created by the appointment of Cheri Beasley to the Supreme Court of North Carolina.

For the past two years, Davis has served as general counsel to Gov. Perdue. From 2006 to 2011, he worked as a special deputy attorney general in the North Carolina Department of Justice in the special litigation section. Prior to joining the Department of Justice, he spent thirteen years in private practice where he focused on civil and appellate litigation. He has handled over sixty appeals in the federal and state appellate courts and has successfully argued cases in the Supreme Court of North Carolina, the North Carolina Court of Appeals, and the United States Court of Appeals for the Fourth Circuit.

Davis has been active in the North Carolina Bar Association, serving as a member of the Appellate Rules Committee, the Bench-Bar Committee, the Constitutional and Civil Rights Section, and the Litigation Section. In addition, he has been a member of the Local Rules Committee of the United States District Court for the Eastern District of North Carolina and the Bench-Bar Committee of the Wake County Bar Association.

He has lectured on various legal topics at the North Carolina County Attorneys Conference, the North Carolina Sheriffs Association, the North Carolina Public Risk Managers Association, and a Continuing Legal Education seminar for the North Carolina Bar Association.

Davis received his law degree from the University of North Carolina School of Law where he was a member of the North Carolina Law Review. He received his undergraduate degree from the University of North Carolina at Chapel Hill.

Calvin E. Murphy is reappointed as a special superior court judge.
Murphy has served as a special superior court judge since 2007. In 2010, Chief Justice Sarah Parker appointed Murphy to serve on North Carolina’s Business Court as a special superior court judge for complex business cases.

Prior to becoming a judge, Murphy worked in private practice in Charlotte for 25 years. Before that, he spent five years as an assistant district attorney. Murphy has been active in numerous bar organizations and other legal groups, taking on leadership roles as President of the North Carolina State Bar, as a member of the Board of Governors of the North Carolina Academy of Trial Lawyers, and as a member of the executive committee of the Mecklenburg County Bar. In addition, he currently sits on the Davidson College Board of Trustees.

Murphy graduated magna cum laude from the North Carolina Central University School of Law and received his undergraduate degree from Davidson College. He achieved the rank of First Lieutenant in the United States Army before entering law school.

Reuben F. Young, currently the Secretary of the North Carolina Department of Public Safety, is appointed as a special superior court judge.

Young practiced law in Texas from 1987 to 1995, working as a prosecutor and an assistant attorney general along with a stint in private practice. Upon moving to North Carolina, he worked in the North Carolina Department of Justice for six years representing the Department of Public Safety in both state and federal court, before serving in the Office of the Governor, first as deputy legal counsel and then as chief legal counsel.

Young received his law degree from the North Carolina Central University School of Law and his undergraduate degree from Howard University.

Kendra Hill is appointed as a special superior court judge.

Hill has served as the Chief Ethics Officer and Deputy General Counsel for the Office of the Governor since 2009. She previously spent nine years as Assistant Legal Counsel for the North Carolina School Boards Association. She also served as Senior Director of Employee Relations for the Wake County Public School System for two years.

She is a member of the North Carolina Bar Association and served as a member of the Bar Association’s Board of Governors from 2002 to 2005. Hill was also a member of the Bar Association’s Education Law Section Council and Government and Public Sector Section Council as well as serving as co-chair of the Law-Related Education Committee.

Hill graduated cum laude from Harvard Law School. She received her bachelor of arts degree cum laude from Duke University in political science and African-American studies.
