The Mexico Department of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA) has announced confirmation of H7 highly pathogenic avian influenza (HPAI) in the State of Guanajuato, the third State to be affected since the outbreaks began last year. At least nine facilities in Guanajuato are reporting HPAI to date. Guanajuato is adjacent to Jalisco, the first State to report HPAI; the other was Aguascalientes, also adjacent to Jalisco. The National Service of Health, Food Safety and Quality (SENASICA) laboratory identified and sequenced the virus and confirmed it to be HPAI H7N3.

Federal, State, military and public health officials have implemented strict quarantine and movement control measures for poultry and poultry products. According to the USDA Animal and Plant Health Inspection Service, trade with Mexico will not be affected by this finding as live poultry was not previously allowed from Mexico due to Newcastle Disease. The production units involved in the current outbreak are owned by one company, Bachoco, Mexico's largest chicken producer.
