Senate plan to consolidate conservation funds a good idea?

On the heels of an announcement of a new state forest in Western North Carolina, conservation groups are cautiously applauding the N.C. Senate’s proposed budget, which more than doubles the conservation funding levels from those in the governor’s budget.
