NC swine consultant appointed to DWR/DWQ outside involvement committee

Kathy Dugan Barker has been selected to serve on a committee of stakeholders that will provide input to Division of Water Resources/Division of Water Quality staff and management as they continue their review of rules, programs, operations and processes.


In addition to Barker, stakeholders will include others in the regulated community as well as representatives from environmental groups, environmental consultants, and attorneys.


The goal of this Committee will be to develop, by December 31, 2013, a list of proposed rules and programs for potential modification.


Barker spent nine years as a livestock agent in Bladen County and is now self-employed as a consultant assisting swine farms with regulatory compliance. She holds a Master of Science degree from North Carolina State University in Animal Science.
