Rep. Luis Gutiérrez’s phone was ringing. It was President Obama’s chief of staff.  Gutiérrez (D-Ill.) was part of a bipartisan group of lawmakers in the middle of May that was on the cusp of a breakthrough agreement on immigration reform.
