USDA officials Monday were confident today’s USDA report would be released as scheduled at 11 a.m., but harsher than expected winter weather has shut down the rest of the federal government today. That includes the Commodity Futures Trading Commission, which cancelled a meeting to vote on the key Volcker Rule, banning banks from some forms of trading.
