ASHEVILLE — The operator of a Henderson County dairy farm pleaded guilty Friday to violating the federal Clean Water Act by allowing animal waste to spill into the French Broad River.Tap Root Dairy didn’t properly maintain lagoons designed to contain the waste, according to a criminal complaint filed in U.S. District Court in Asheville.
