Public hearing scheduled to gather comments on Monroe connector/bypass project

The U.S. Army Corps of Engineers and the N.C. Division of Water Resources are holding a public hearing on Jan. 6 to gather feedback on the environmental impacts of a proposed controlled access toll road in Mecklenburg and Union counties.

The planned roadway extends from U.S. 74 near Interstate 485 in Mecklenburg County to U.S. 74 between Wingate and Marshville in Union County, a distance of about 20 miles. The project is designed to improve mobility and capacity, and allow for high-speed regional travel while maintaining access to properties along the existing U.S. 74.

The N.C. Department of Transportation, in cooperation with the Federal Highway Administration, has applied for a U.S. Army Corps of Engineers Section 404 permit and a state 401 Water Quality Certification as are required by the Clean Water Act for impacts to jurisdictional streams and wetlands.

Based on the permit application, the project will permanently impact 6.6 acres of wetlands and 15,495 linear feet of stream. There will also be temporary impacts during construction to 1.4 acres of wetlands and 1,034 linear feet of stream. Project designs are required to avoid and minimize impacts to resources as much as possible. Mitigation to compensate for unavoidable stream and wetlands impacts will be provided by the N.C. Ecosystem Enhancement Program.
