N.C. Senate delays debate on lower income tax

The North Carolina Senate has pushed back debate on a Republican proposal to secure recent tax reforms in the state constitution. The Senate delayed a previously scheduled debate Wednesday on a constitutional amendment to cap the state's income tax at 5.5 percent.
