Orange-and-white barrels, red clay and lots of construction equipment are apparent at a 50-acre site on N.C. 24-87 just north of Fort Bragg's property between Spring Lake and Spout Springs. Also apparent are the huge buildings that have taken shape on the low-slung land, which dips below the highway.
