Natural gas customers could be charged a little extra if their utility extends gas lines in part to lure a large manufacturer to North Carolina in legislation that's passed one chamber.  The House voted 67-46 Thursday night for legislation that sponsor Rep. Mike Hager of Rutherfordton said could help attract an automobile plant to the state.
