Although it seems like they just finished the last one, Congress is already working on the next farm bill with a target completion date of 2018. Arkansas Sen. John Boozman says the circumstances are different this time – commodity prices that were high in 2012 and 2013 have moved almost as far in the other direction in 2016 – and farmers are struggling to stay in business.
