APHIS announced it is accepting public comments (VS.SPRS.Feedback@aphis.usda.gov) on the draft Emerging Animal Disease Preparedness and Response Plan (PDF) through November 1, 2016. APHIS will likely begin rulemaking to publish a proposed rule establishing a new part in title 9, Code of Federal Regulations for the The National List of Reportable Animal Diseases (NLRAD) and associated reporting requirements.
