A proposition to raise the California tobacco excise tax by $2 per pack to $2.87 may come down to whether supporters overreach with voters with their request, according to a leading tobacco analyst. The proposition is on Tuesday’s ballot. as well as potential tobacco excise tax increases in Colorado, Missouri and North Dakota.
