North Carolina’s low business costs trumped any economic concerns about House Bill 2, as the state earned its second No. 2 national ranking this year for business climate. Forbes magazine released its 2016 report Wednesday with only Utah ahead of North Carolina. North Carolina has been ranked in Forbes’ top 10 for 11 consecutive years.
