Stopgap bill leaves out H-2B returning-worker provision

A provision letting temporary guest workers on H-2B visas count as “returning workers,” and thereby avoid a cap on the visas, was excluded from the stop-gap funding bill making its way through Congress this week, according to industry groups, despite advocacy to revive the exemption from some in the hotel and landscaping fields.
