Republicans move to cut power of incoming Democratic governor Cooper

The state legislature's Republican majority moved swiftly on Wednesday to clip Democrat Roy Cooper's power and make other major policy changes before the governor-elect takes office Jan. 1. Cooper will replace Republican Gov. Pat McCrory, who lost this year's election. The GOP's plans have been the subject of speculation for weeks among Democrats and political observers.
