A divided panel of appellate judges ruled Tuesday against an advocacy group's effort to help a Greensboro church purchase a rooftop solar system. Three judges on the N.C. Court of Appeals held in a 2-1 decision that nonprofit NC WARN was acting improperly as a "public utility" in its arrangement with Faith Community Church on Arlington Street near downtown.
