House trade leaders look to lame duck for TPA

A vote on whether to renew presidential “fast-track” Trade Promotion Authority (TPA) likely will be delayed until after the lame duck session of Congress, according to two House members. TPA gives a president authority to negotiate a treaty that Congress must approve or disapprove, but cannot change or filibuster.
