BioParker Duncan Moore is an American politician who has served as a Republican member of the Alabama House of Representatives for District 4 since May 16, 2018. Born on March 8, 1989, in Decatur, Alabama, Moore represents parts of Limestone, Madison, and Morgan counties in North Alabama. At 36 years old, he is one of the younger members of the Alabama Legislature and has established himself as an active legislator focused on fiscal responsibility, public safety, and conservative values.
Moore's political career began with an unsuccessful run for Huntsville City Council at age 19, making him perhaps the youngest-ever candidate in the city's history. He won his current House seat in a special election on May 15, 2018, defeating Democrat Juanita Allen Healey with 67% of the vote after Mickey Hammon resigned following a guilty plea to fraud charges. Moore had previously defeated Tom Fredricks in a Republican primary runoff on February 27, 2018, with 63.2% of the vote.
As a lifelong resident of Decatur, Moore graduated from Decatur High School and earned a Bachelor of Science degree in Political Science and History from the University of Alabama in 2011. Professionally, he works as a North Alabama Marketing Representative for Encore Rehabilitation, a position he has held throughout his legislative career. His experience includes successfully chairing two statewide campaigns and working on several others, including a Decatur mayoral campaign, with a 100% success rate in all campaigns he has managed.
In the Alabama House of Representatives, Moore has quickly gained prominence within the Republican caucus. He currently serves as Vice Chair of the Fiscal Responsibility Committee and the Limestone County Legislation Committee. His other committee assignments include the Boards, Agencies and Commissions Committee, Transportation, Utilities and Infrastructure Committee, and the Joint Transportation Committee. In August 2024, he was named co-chair of the House Republican Caucus Platform Committee alongside Rep. Kerry "Bubba" Underwood, a role that involves determining the bills and initiatives included in the House Republican Caucus' official legislative agenda.
Moore has been active in sponsoring legislation focused on public safety, fiscal responsibility, and local government issues. One of his notable achievements was the passage of HB46 during the 2024 Regular Session, in partnership with State Senator Arthur Orr, which provides Alabama rescue squads with permanent license plate tags to generate funding for essential life-saving equipment and personnel. This legislation was signed into law by Governor Kay Ivey on May 9, 2024. He has also sponsored various resolutions and bills related to taxation, including measures to adjust dollar value caps based on the Consumer Price Index for certain sales tax exemptions.
In recognition of his commitment to public safety, the Alabama Rescue Squad Association named Moore "Legislator of the Year" for 2024. This honor highlights his contributions to enhancing public safety and supporting rescue services across Alabama. Moore has consistently expressed his dedication to statewide public safety issues, stating that the people of House District 4 and everyone in Alabama "deserve nothing less than a safe place to call home".
Moore is deeply involved in his community and faith. He serves as an elected elder at Decatur First Presbyterian Church, where he helps guide and grow the congregation. His community service extends to serving as Chairman of the Business Affairs Team and the Executive Commission for the North Alabama Presbytery. He has served on the Selective Service Board, the Development Council for the Huntsville Hospital Foundation, and the Mental Health Association Board of Directors. Moore has also been actively involved with Wounded Warrior projects, demonstrating his commitment to supporting veterans.
In his personal life, Moore is married to Allyson Pouncey Moore, and they have two children- a daughter named Collins and a son named Duncan. The family resides in Decatur, where Moore maintains strong ties to his community roots. He is also co-chair of the Alabama chapter of Future Caucus alongside Representative Jeremy Gray, an organization focused on bringing together young legislators from both parties to address policy challenges.
Moore was re-elected to his House seat in 2022, running unopposed and winning with 97.1% of the vote against write-in candidates. His current term ends on November 4, 2026. As Vice Chair of the Tennessee Valley Caucus and active member of various legislative committees, Moore continues to focus on issues affecting his district and the state, including infrastructure development, economic growth, and conservative governance.
