Bachelors of Arts Degree from Norfolk Division, Virginia State College (now Norfolk State University)

Master of Arts Degree from Hampton Institute (Now Hampton University)

Prior to serving in the House of Delegates, I served on the Norfolk Public School Board, Norfolk Parks and Recreation Advisory Commission, State Board for Barbers and Cosmetology, President of the Ingleside Civic League, Ingleside PTA and the Norfolk Chapter of the Southern Christian Leadership Conference.

I am a veteran of the US Air Force and a former Social Studies teacher at Hampton High School. Upon leaving Hampton High, I accepted a position with the US Navy as a Race Relations Education Specialist. Other positions included- Command Deputy Equal Employment Opportunity Officer and Head of EEOO programs for the South East Region. I retired in 1990 as a GM-13 Labor and Employees Relations Specialist.

I am married to Leeser Boone Howell. I have two adult children Algie T. III and Alesia Howell Clark. I also have two beautiful grandchildren Adaira and Quira.
