Bio

I am Norine Hammond and I have been a resident of Macomb and McDonough County since 1970. I attended Western Illinois University. I met my husband, Leonard in Macomb, and we have been married for 32 years and have one daughter, Trish.

I am first generation American. My parents came to America from Ireland in the late 30’s. I was born in Berwyn, IL and was raised in the western suburbs. My father was an operating engineer and my mother was a homemaker. My husband, Leonard was born and raised in Adair, IL. His father was a farmer and his mother a homemaker.

I believe that there should be significant reform to state spending, Medicaid reforms, and reform to our Workers Compensation laws. Illinois must reduce its Medicaid costs and increase its commitment to education. Agriculture is the #1 industry in Illinois and in the 94th District. I support incentives to the agricultural industry in order to expand the markets for ag related products. As a gun owner and a member of the NRA, I am a strong advocate for the rights provided to us in the second amendment.

I served as Legislative Aide to Representative Rich Myers for fourteen years. During that time, I handled the majority of the constituent work, working directly with the agencies and their governmental liaisons in an effort to address the constituents' concerns. Another aspect of the position included the research and development of legislation. Often, constituents, or various groups, would offer suggestions on legislation, or amendments to current laws. I, along with our research staff, would work with groups, such as the Farm Bureau, or state agencies in an effort to determine the pros and cons of the proposed ideas. In addition, I often attended meetings and events for Representative Myers when his schedule prevented him from attending them.

Over the years, I have met a great many of the constituents in the 94th District. It has been my pleasure to interact with the youth groups and the students, as well as assist senior citizens, and work with the majority of the county officials throughout the 7 counties in the district. I have worked diligently and have nurtured these relationships. I have also worked closely with many of the members of the General Assembly, the Directors of State Agencies and their staff, and many of the lobbyists.

In addition to serving as Legislative Aide, I was a trustee of Emmet Township and was recently elected to my second term as Emmet Township Supervisor. I was also a member of the Macomb City Planning Commission for a number of years.
