BioState Representative Debbie Phillips (D-Athens) is serving her second term representing the 92nd Ohio House District, which includes Athens, Meigs, and Morgan counties, and parts of Washington County. The 92nd Ohio House District is also home to Ohio University and Hocking College.Phillips is a member of the Ohio House Democratic Caucus Leadership team, serving as Assistant Minority Whip. Prior to her election to the House, Rep. Phillips represented the 4th Ward on Athens City Council. She served on the Council’s Planning and Development Committee, which oversees proposed developments, subdivisions, and implementation of the Comprehensive Plan in Athens. A graduate of Ohio University, Rep. Phillips has built a career fighting for educational opportunities for Ohio’s children. She was the founding Executive Director of the Ohio Fair Schools Campaign, to promote quality public education. Rep. Phillips is a trained mediator who has provided training in peer mediation and conflict resolution in schools. She previously served as a member of the Board of the League of Women Voters of Athens County. In the 129th General Assembly Rep. Phillips intends to continue her focus on educational excellence in Ohio, to promote advanced energy opportunities to strengthen Ohio’s economy and to be a strong advocate for the people of the 92nd District. In addition to her work on education issues Rep. Phillips serves on the Finance, Education, Rules and Reference, Agriculture and Natural Resources committees, and on the Primary and Secondary subcommittee of Finance. Rep. Phillips lives in Athens with her husband Jim and their two children, Jeremiah and Pauline.
