For the 89th General Assembly, Rep. Branscum serves on the Public Health, Welfare, and Labor Committee, the Arkansas Legislative Council and the committee for Agriculture, Forestry and Economic Development.

For the 88th General Assembly, Representative Branscum served on the House Judiciary Committee, as well as its Juvenile Justice and Child Support Subcommittee. He is also a member of the House City, County and Local Affairs Committee, along with the Local Government Personnel Subcommittee.

Rep. Branscum is a graduate of Marshall High School, and he has a bachelor's degree in Agriculture/Economics from the University of Arkansas at Fayetteville. He has been involved with many civic and community organizations, including the Marshall UFD, Marshall Jaycees, and he was part of the LeadAR program Class 4, for emerging leaders from urban and rural communities across the state.

Rep. Branscum is in the lumber and cattle business. He is a Southern Baptist, and he has five children.
