Scott led the effort to pass landmark legislation that ensures the timely processing of rape kits in Georgia. As a result of this legislation, offenders are being brought to justice. He also drafted and helped pass legislation to help victims of domestic violence.

Scott has also led reform efforts in DeKalb. He was the lead House sponsor of major reform bills that strengthened ethics, improved contracting, and created an independent auditor. He also wrote legislation that would transition DeKalb from a CEO model to an elected Commission Chair and professional county manager form of government.

Scott is a founding partner with Holcomb + Ward, LLP, a boutique law firm based in Atlanta. He has practiced law since 1998 and began his legal career with the U.S. Army, where he prosecuted cases and served as an international law attorney. He was stationed at both Ft. Stewart and Ft. McPherson here in Georgia and deployed overseas three times in support of U.S Army operations. Scott provided legal advice directly to commanding generals during phases of both the Afghanistan and Iraq wars.

Scott is a strong advocate for veterans' issues and he provides pro bono representation to veterans and their families. He serves on the Military Legal Assistance Committee of the State Bar of Georgia and he is a member of Iraq and Afghanistan Veterans of America, the American Legion, and Veterans of Foreign Wars.

Scott taught part-time at the Sam Nunn School of International Affairs at Georgia Tech. He is a member of the Council on Foreign Relations and is a Fellow with the Truman National Security Project. He has appeared on CNN, NPR, and BBC Radio and other media outlets to discuss foreign policy and domestic politics.

Scott earned his MBA from the University of Georgia while serving in the legislature and working full-time. He received his law degree from West Virginia University and his undergraduate degree from the University of Connecticut. He has also completed the Advanced Legislative Health Policy Certificate Program at Georgia State University.

Scott has received national and local recognition for his efforts and he has been named as an American Marshall Memorial Fellow, Manfred Worner Fellow, Emerging Leader in Environmental and Energy Policy, NewDEAL Leader, and French-American Foundation Young Leader. In 2012, Scott was named one of Georgia's 40 under 40 Honorees by Georgia Trend Magazine.

Scott is married to the former Kathleen Oh of Reidsville, Georgia. They have a son, Carter, and a daughter, Kirsten, and attend Immaculate Heart of Mary Church.

An active athlete, Scott completed Ironman Florida and enjoys running marathons. Most mornings, he can be found running in the Northlake area of his district.
