Bio

A native of Fort Wayne, State Representative Phil GiaQuinta was born and raised in Indiana House District 80, which comprises portions of central Allen County.

Phil, who was elected in 2006, is the appointed ranking minority member of the House Public Policy Committee. His other current committee assignments include Elections and Apportionment; Insurance; and Veterans Affairs and Public Safety.

Keeping the folks and district he represents in mind, Phil authored legislation that created the Allen County–Fort Wayne Capital Improvement Board. The bill allowed for the board to use a portion of the revenue from county food and beverage tax to fund new structures and renovate old ones to help create jobs for the community. To streamline the home–buying process for Hoosiers, Phil authored a bill in 2008 that allowed for a sales disclosure form to also serve as an application for the homestead tax credit, eliminating duplicate paperwork and multiple visits to the county auditor’s office. Both bills became Indiana law.

In the past, he has served as a member of both the Community Harvest Food Bank board of directors and Wayne Township advisory board. The Fort Wayne legislator earned his Black Belt in Six Sigma in 2003 for reducing the average hold time for City Utilities customers. He graduated from Leadership Fort Wayne, a program that instructs and encourages individuals to become active leaders within the community.

Phil currently works as the utilities services manager for Fort Wayne City Utilities, and he is a trustee on the Allen County War Memorial Coliseum board and a board member of Blue Jacket. He is the son of the late State Representative Ben and Helen GiaQuinta. The youngest of six children, Phil is the proud uncle of 16 nieces and nephews.
