Rep. Hullinghorst has been involved in public policy in Colorado for more than 35 years. She has served as a volunteer on many state and local boards and commissions, addressing important community and state issues. She has also served the Democratic Party in a variety of capacities, including Boulder County Democratic Party Chair. She was appointed by past Colorado governors to serve on the Colorado Mined Land Reclamation Board, the Metropolitan Water Roundtable, the Front Range Project Steering Committee, and she was co-chair of the Patterns of Development Committee and Open Space Task Force.

Rep. Hullinghorst was the intergovernmental relations director for Boulder County for more than 20 years. She has also served on numerous boards including EcoCycle, Plan Boulder County, the Boulder County Mental Health Center Board, and was a founding member and treasurer of Colorado Open Lands. Rep.

Hullinghorst has won numerous awards, including the federal Environmental Protection Agency’s Quality of Life Award for her role in passage of the Colorado Clean Air Act.

Rep. Hullinghorst is particularly proud of HB11-1212, which defines lean government principles as a continuous and rapid process improvement of state government that involves eliminating a department’s nonvalue-added processes, providing feedback on process improvements that have the purpose of increasing a department’s efficiency and effectiveness, and measuring the outcomes of such improvements. She has also proposed numerous bills calling for state and local government transparency and accountability for those who receive tax benefits from tax payers.

Rep. Hullinghorst has a B.A. in sociology from the University of Wyoming, and has performed graduate-level work in public policy/administration at the University of Colorado at Denver. She has been married to her husband Bob for over 46 years and together they have a daughter, Lara. They currently reside in Gunbarrel.
