Bio

A native of Baton Rouge and the Eden Park Neighborhood, Alfred is a graduate of Capitol High School, Southern University, and the Southern University Law Center. He is an Attorney with a private practice in the Capital Heights Area. He is the Chief Operating Officer of The Conrad Group, LLC, a governmental relations firm providing consulting services to political and elected officials, as well as women, minority and disadvantaged businesses. As a result of his leadership, more than ninety (90) minority and women-owned businesses have registered to do work with the East Baton Rouge School System.

Prior to The Conrad Group, LLC, Alfred served as an Assistant Chief Administrative Officer to Mayor President Melvin L. “Kip” Holden. During this time, Alfred spearheaded a number of key initiatives, including creation of Operation Restore Pride, the neighborhood clean-up and revitalization program designed to spruce up and restore pride to neighborhoods with history of blight, abandonment and neglect.

Alfred has worked with the Louisiana Attorney General (1972-1977), the Office of District Attorney of the 19th Judicial District (1977-1981), and started a private law practice (1981-Present). He was elected to the East Baton Rouge Parish School Board in 2003 and served until resigning to become an Assistant Chief Administrative Officer with Mayor Holden.

An active civic servant, Alfred has served on the board of directors for O’Brien House, Melrose Place Homeowners Association and the Downtown YMCA, and currently serves on the board of the Council on Aging, the Melrose Place Crime Prevention District, the Capitol High School Alumni Association, the Louisiana Bar Association.

The father of four daughters and one son, Alfred is also the grandfather of three and a member of the Living Faith Christian Center.
