Senator Franklin Foil is a true native of Baton Rouge. He graduated from both University High School and Louisiana StateUniversity. He furthered hiseducation at the Loyola Law School in New Orleans where, upongraduation, he received his commission to be an officer in the U.S. NavyJAG Corps program. For 29 years, Senator Foil has served his country, both on active dutyand as an officer in the Navy Reserves. He currently serves as anappellate court judge in Washington, DC as a Navy Captain. This personal experience gives the Senator special insight as amember of both the Senate Select Committee on Homeland Security and theSenate Select Committee on Veterans Affairs.

In 2019, Senator Foil was elected to serve the citizens of SenateDistrict 16. He comes to the Senate from the Louisiana House ofRepresentatives where he served 12 years representing House District 70.While in the House he was known as a champion for people withdisabilities. During hisfirst legislative session in 2008, he passed a law requiring healthcoverage for children who have autism spectrum disorders. He was honoredby Families Helping Families of Baton Rouge for his advocacy for peoplewith disabilities and has served on the board of the ARC Baton Rouge. Senator Foil is recognized as a leader and has been tasked withpositions where his experience will benefit the citizens of District 16.His legal background is an asset to the Senate Judiciary C Committeewhere he serves as Chairman. He also serves as a member of the Senate Committee on Senate &Governmental Affairs and the Senate Committee on Local & MunicipalAffairs.

He is active in the American Legion, Rotary Club of Baton Rouge and theLSU Cadets of the Ole War Skule. Senator Foil has been married to his wife, Tanja, for 29 years and theyhave three wonderful children, Kathleen, Grace, and Andy. The Senator and his family currently live in Baton Rouge wherethey are active members of First Presbyterian Church.
