Senate District 10 encompasses Kenner, Harahan, River Ridge and a portion of Metairie. He was elected to the Senate in 2019 after spending 12 years as the State Representative for House District 78. He currently serves as Chairman of the Senate Insurance Committee and is a member of the Senate Committees on Education, Retirement and Judiciary B. While in the House, he served as the Chairman of the House Insurance Committee and Vice Chairman for the House Commerce Committee. He also served on the House Committees on Retirement and Labor and Industrial Relations. Senator Talbot along with some other members of the legislature make up a group known as the "Fiscal Hawks". These men and women are changing the state's budget process to be more conservative and fiscally responsible.

In 2017 the LA Association of Business and Industry honored him with a Free Enterprise Award. The LA Federation for Children awarded him in 2014 and 2016 as an Education Choice Champion. The LA Family Forum has recognized Rep Talbot for the last seven years. He was a Family Forum Life and Liberty Award recipient in 2012. He has been a LA Family Forum Family Advocate in 2011, 2013, 2014, 2015, 2016 and 2017. The National Federation of Independent Businesses chose him as their legislator of the year for 2010 and awarded him the House Guardian because he is the voice of small businesses. Kirk has been a member of the LA State Art Council since 2014. The Louisiana Restaurant Association named him advocate of the year in 2016. In 2018, the AARP named awarded him the Capital Care Giver award for sponsoring the legislation allowing video cameras in nursing home rooms.

Kirk is a partial owner of the family business, Lucky Dogs, Inc. Since 1948, Lucky Dogs has been a local icon in the world-famous French Quarter. Kirk has been instrumental in the growth of his family business in other avenues such as catering and retail sales.

Kirk is married to the former Julie Strong of Oak Grove, LA. They are the proud parents of two beautiful children. Kirk attended the University of Mississippi where he received a Bachelor's Degree in Business Administration.
