He is a pharmacist and small business owner by profession. He owns and operates Bulloch Drug and Township Pharmacy, as well as four other retail stores in Cedar City. His exceptional work and business leadership won him the Pharmacist of the Year award from the Utah Pharmacist Association. Vickers started his political career by serving on the Cedar City Council from 1987-99. He was then elected to serve in the House of Representatives from 2009-2012. He was elected to his Senate seat in 2012. Throughout his time in the Legislature, Vickers has been awarded the Legislator of the Year from the Utah Pharmacist Association and the Utah Medical Association, the National Federation of Independent Business Utah Small Business Champion of the Year, and Cedar City Chamber of Commerce's Man of the Year award, Small Business Person of the Year award and Salt Lake Chamber 2020 Business Champion. He was also named NFIB Utah Small Business Champion of the Year in 2006 as well as small businessman of the year for the Cedar City Chamber of Commerce.

Vickers was elected to the Utah House of Representatives in 2009 and was elected to the Utah State Senate in 2012. Vickers has served with recognition for the last 9 years in the Utah Senate, and currently serves as the Majority Leader. He also serves on the Higher Education Appropriations Committee (formerly as the chair) in the Utah Legislature, a powerful position in which he and his committee provide oversight, budget, and direction for all of Utah's colleges, universities, and technical colleges. He also serves on the National Resources, Agriculture, and Environmental Committee, Senate Health and Human Services Committee (formerly as the Chair), and the Senate Appropriations Committee. During his time in the Utah Legislature, Vickers has sponsored and passed bills that have dramatically improved the safety of our communities, the economic strength of Utah's economy, and championed rural southern Utah. This legislation includes- improved agency coordination and mitigation against wildland fires to protect land, structures, and ultimately lives; increased personal property right protection and better local control with the Utah Prairie Dog Management Plan, reducing the size and scope of state government with the repeal of state-required reports and programs; and championing small business with helping remove unnecessary requirements for solar installers. Evan and his wife Chris have been married for 45 years, and have lived in Cedar City for the past 40 years. Together they have five children- Charmayne, Robbie (who is a pharmacist at Vickers' pharmacy, Bulloch Drug), Martene (who is also a pharmacist at Bulloch Drug), Aleana, and Jessica; and they are the very proud grandparents of 14 grandchildren. Vickers is an avid outdoorsman who enjoys golfing, fishing, hunting, and camping.
