Use of Force Presentation

Bureau of Training & Education of the Pennsylvania State Police

This unit is responsible for coordinating all use of force training within the Pennsylvania State Police and will also frequently conduct case analysis of officer involved shootings and significant incidents which involve police use of force. The analyses they conduct have been used for both civil and criminal cases.

This unit currently consists of two Use of Force Specialists (Corporal Kevin Selverian and Corporal Barton Lemansky), and a Critical Incident Reconstructionist and Multimedia Specialist (Corporal Josh Guthrie). The Use of Force Specialists have a very significant educational background in all aspects of police use of force, including a very comprehensive understanding of the human performance factors associated with police use of force.

Corporal Selverian and Sergeant Timothy J. Fetzer are believed to be the only two law enforcement officers within the Commonwealth who hold certifications as Advanced Specialists in the Behavioral Analysis of Force Encounters through the Force Science Institute. Based out of Minnesota, the Force Science Institute is a behavioral science training and research entity which focuses on police use of force. Corporal Guthrie has a background as a Crash Reconstructionist and is very well versed in conducting video analysis.

Cancellations 

Cancellations received on or before January 22, 2021 will be refunded the full registration fee. No refunds can be issued for cancellations received after January 22, 2021; however, substitutions are permissible.

Accommodations

A block of single and double-occupancy rooms has been reserved for the convenience of our attendees at the rate of $155.00+ tax per night. The deadline for room reservations is January 8, 2021. Parking

Self-parking is offered in the Mellon Square parking garage located across from the hotel. Rates are: $19 Monday-Friday, 6:00 a.m. to 4:00 p.m.; $6 Monday- Friday, 4:00 p.m. to 5:59 a.m. (Day rates start at 6:00 a.m.) and all day Saturdays, Sundays, and Holidays and weekends. There are no in/out privileges for this lot.

Valet parking is available to overnight guests ($36 per night) and includes in/out privileges. Day valet parking is available for non-hotel guests.
