SB1071- School districts; personnel evaluations (Boyer) 

This bill eliminates the model framework for teacher and principal evaluations as mandated by the State Board of Education (SBE) and gives the responsibility to the governing boards of individual districts and charter holders, who must adopt policies in its place that: 

  1. Are designed to improve principal and teacher performance and improve student achievement; 

  1. Include quantitative data on the academic progress for all students, which shall account for 20-33% of evaluation outcomes; 

  1. Describes the methods used to evaluate the performance of principals, including data used to measure student performance and job effectiveness, and the formula used to determine evaluation outcomes. 

The adopted policy must include the four performance classifications of highly effective, effective, developing, and ineffective.  

Requires SBE to adopt rules for certification that allows substitute teachers demonstrating primary teaching responsibility to use the time spent in that class toward the required capstone experience for standard teaching certification.  

Requires charter school governing bodies to adopt policies for implementation of principal evaluation policies in a public meeting with opportunities for public discussion on proposed policies.

Clarifies that any principal evaluation policies apply to each charter school’s instructional leader whose primary responsibility is oversight of academic performance, and not to officers, directors, members or other partners of the charter holder.
