Analysis:

Creates a framework for evaluating whether post-traumatic stress disorder suffered by a qualifying first responder is a compensable injury under the employer’s worker’s compensation coverage. First responders who are employees of municipalities, as well as volunteer firefighters, would be eligible for this new benefit. The disorder would need to be proven by “a preponderance of medical evidence” and the related claim filed within 52 weeks of diagnosis. Also requires employers of both paid and volunteer first responders to provide mental health educational training. (First Edition)
