Staff Analysis of the Legislation

This bill would require certain secondary metals recylcers to obtain a 2 year permit from the sheriff before purchasing nonferrous metals.  SB 296 also requires anyone wanting to transport or sell nonferrous metals to a secondary metals recycler to obtain a 1 year permit from the sheriff to transfer or sell the materials.

The sheriff would be required to keep a record of all permits issued.
