This legislation requires additional information to be included in the state budget report regarding tax expenditures. When possible, the tax expenditure report will include a description of the objective of the tax expenditure, information that shows whether the tax expenditure is meeting it's intended purpose, an analysis of the tax expenditure's effect in the administration of the tax system and an analysis of the people, companies or other entities that directly benefit from the tax expenditure.

This legislation requires development authorities to submit quarterly reports to the board of commissioners and the board of education about any new projects being considered by the development authority, any progress on existing projects and any other information that would assist the board of commissioners in developing its plans for the needs of the county. The reports would not be required to include any time sensitive or confidential information. The quarterly reports are exempt from the open records law.

This legislation would establish a study committee for the purposes of reviewing the relationship between governing authorities (such as county, municipal, school boards, and the Dept of Economic Development) and local development authorities. The committee shall recommend any proposed legislative changes as it deems necessary.
