| This bill requires the Department of Corrections to accept electronically submitted sentencing packages on criminal defendants who have been sentenced to serve time in the state prison system. If the inmate is not picked up within 15 days of the Department receiving the sentencing package, then it would be responsible for paying a per diem to the county to help cover some of the costs to the property taxpayers of housing the state inmate in the county jail. This bill would reflect the current the per diem of $22.00 per day in the statute. |

| This bill requires all counties, cities, school boards, local and state authorities, and state agencies to give further preference in awarding contracts for goods or services to Georgia based businesses and businesses that employ Georgia residents. It further requires that all competitive bids must include an employment impact statement that contains information on the potential employment impact to the state. ACCG believes no additional state-imposed purchasing mandates are needed and that these requirements will unnecessarily increase cost to local taxpayers, delays and bid protests in the purchasing process.

| This bill defines "correctional long term facility" as a skilled nursing facility established by or contracted with the state exclusively for former inmates of the Department of Corrections, a federal institution, or a county or local detention facility who are reprieved, paroled, or given other conditional release from a correctional institution or local detention facility to such facility. It further exempts these facilities from the certificate of need program requirements. |
